presubmission queue is processed every few hours in Exchange 2000

Hi
Exchange 2000 with latest service packs. All internal and external emails get in the presubmission queue and sit there for hours. If I stop the SMTP default server and restart it, all emails get processed and then back to the slow state.
The server seems a little sluggish as screens load up a little slow on the server. it take about a minute to stop the SMTP default server. It start up quickly and normally. There seems to be a lot of network activity from the network icon in the task list. Task manager does not report any suspicious activity and idle process is high on the CPU. Nothing seem to take CPU usage out of norm.

No viruses reported on the server by full scan. any ideas?

The PreSubmissionQueue matches up with the PreCategorizer. The PreCategorizer normally has nothing going on with it, except if some third-party application has been installed, like an anti-virus gateway. If you see mail queued up in the PreSubmissionQueue, the first thing to check for is if you have a third-party application like an anti-virus gateway. See how it’s configured. Try stopping that service and then resubmitting your messages.

ikm,
you are right on. I disabled GFI services and Backup exec services and all is well now. I have to narrow the process down to one of the two applications.
