Replication, error 18483

I was trying to setup transactional replication between 2 servers on a domain and I received this error:
"Error 18483:Could not connect to server 'herucles' because distributor_admin is not defined as a remote login at the server."
I tried to create this 'distributor_admin' login and I still get the error. I made sure SQLAgent is not running on a local system account.
Does anyone have some ideas as to what this error is referring to, I couldn't find it on MS knowledge base.
