Does anyone know where I can get source code that does this.  There are a million sites that do the conversion on the server side, but I would like to incorporate the co-ordinate conversion into a spreadsheet or database.

Here's some Fortran from NOAA:
http://www.ngs.noaa.gov/PC_PROD/UTMS/

This on-line converter:
http://jeeep.com/details/coord/

links to this source note:
http://jeeep.com/details/coord/note.html

that links to various source versions here:
http://www.remotesensing.org/proj/

On that page, the link to <proj-4.4.8.zip> gets you a ZIP file chock-a-block full of c source.
