Outlook 2003 Calendar Sync Issues

I just recently upgraded to Outlook 2003.  I am not part of the domain I am accessing but put in password when needed.  I can create appointment for myself but when I get invites or create them they are always off.  If I choose full day, on the public calendar it appears as two days and if I choose a time the public calendar is usually off by an hour.  Has anyone come across this problem.

First make sure if the time zone in outlook is set correctly
open outlook
go to tools --> options --> calendar options --> time zone

If it is not correct, correct it
close outlook
open it again and check if it would help
