Ive heard that you can run the OS linux off the CD, independently from the hard drive using some kind of utility.

Yes that is possible ... download and burn knoppix ... It is a standalone one CD distribution of linux that can run off a CD

Greg,
           There are  a few LINUX live OS which can be run without HDD ... directly from CD.
            One of it is Suse Linux Live...with lots of feaures and softwares.It can be downloaded from
http://www.suse.com/us/private/download/ftp/live_eval_int.html
             Other one is SLAX ...basic kernel with many softwares.It can be downloaded from
http://slax.linux-live.org/download.php
             knoppix mentioned above is also a good one.
             Otherwise if you want you can create own live CD from any Linux distribution.
Linux Live is a set of bash scripts which allows users to create their own live CD from any Linux distribution.This is somewhat complex.For more details...http://www.linux-live.org/
