create ECF file for a dll

Hi all,

i have created a dll file using VB in order to extend the function of MS Outlook 2000. Now i want to add Menu item after the Help menu using ECf file.
So how can i create the ECF file? Can anyone provide some info on how to create a dll or ECF file to be used in Outlook 2000 using VB?
