Internet Explorer Error

Whenever i try to open internet explorer (version 5.0 - 0s: Win 98 SE), I get "Unable to load internet connection helper wizard. I went thru the microsoft article and renamed the following files:

Icwconn1.exe
Icwconn2.exe
Icwrmind.exe
Inetwiz.exe
Isignup.exe
Icwtutor.exe
Icwhelp.dll

to another one and extracted the files from the Windows 98 cd. Again when i restart Internet Explorer, I get the following error: "Unable to register or unregister internet connection helper wizard". When clicked on "Ok" button, I get the message "ICWOOBE has performed an illegal operation and it will be shutdown".

I have already tried upgrading I.E to 6.0 version and i have also reinstalled the OS, still no go. Please help me in resolving this issue.
