Where can one find Aministrative Tools in Windows 98

The link above explains how to correct the issue that I am experiencing now. However, I am on windows 98 and I cannot find admin features listed in the resolve.

The information in this article applies to:
Microsoft .NET Framework 1.1
Microsoft .NET Framework 1.0, when used with:
the operating system: Microsoft Windows NT 4.0
the operating system: Microsoft Windows 2000

might give a clue :( there is no admin tools on 9x/ME Windows XP

search your PC for mscoree.dll if you find it delete it, then try to reinstall
