SNMP authentication failure on Router

Our syslog server shows
"SNMP-3-AUTHFAIL: Authentication failure for SNMP req from host 10.0.54.195"

*. syslog server got this message from one of the Router
*. the host which is requesting SNMP authentication to router is windows 98 Machine
*. there is another strange thing that Syslog gets these messages from Same Router but machines which scanning are different

this router has IOS 12.2(3) FC1

Looks like someone is trying to access the router's SNMP interface but does not have the correct Community String.
