FTP terminal server user on Server 2003

I need assistance setting up a user account on Server 2003.  This user will need to access the server via terminal services and have FTP access to this server.  S/he will also need to have rights to create, modify, delete files on a shared folder on the local drive.  Specifically this user will be modifying a web page that is hosted on the IIS interface.  I also need instructions to make sure FTP is turned on and functioning on this server.

I would appreciate COMPLETE instructions on this procedure as I get confused with how the groups on windows servers work.
