Modem 797 error in Inspiron Laptop. I can use the phone dialer, but not dial my ISP

Windows 2000. Xircom 10/100 card. I can dial out to my cell phone using phone dialer but when i try to dial my ISP i get the 797 error. I have installed the latest driver from Xircom. I see no other programs running and nothing that _should_ cause a conflict.

If you get such Problems still after performing the above steps , then go to Go to Control Panel > Phone and Modems > Click on the Modems Tab > Click on the "Properties" Button on the Modems Tab  > Click on the advance Tab and in  the Extra Initialization Command put this setting " 

+MS=v90,0 " 

Why we are doing this is because a v92 Modem may communicate much faster and there could be data mismatches. Hence the command would help the modem to work like a v90 modem. Probably this should help.
