SUS Server Permissions questions

I have SUS Server and I have the updates set to  "Notify about updates and Notify to install".  The problem is that regular users are not seeing the notification balloon, only people that are admins.  Is there specific permissions needed for Windows Update?

That's "by design". The *only* AU option that allows you to install updates automatically, without an administrator having to logon and approve them, is "Download automtically and schedule install" (or similar, not using an English version; it should be the last option in the dropdown box).
