Outlook contact not saving....

Hi everybody,
  I have a requirement where I need to share the contacts to other users.
We dont have exchange server in our office.
Well I copied all the contacts from the contact list and pasted it in a folder. The users can browse that folders on the intranet as directory browsing has been enabled.
The browser displays the list of email Ids (.msg files) that are available in that folder. When the user clicks on the file he is intended to save, it opens the window for adding the contact with the saved details. The user needs to just click on the save & close button in order to save the contact.
The problem is that the window to add the contact appears on the users screen and when the user clicks on save & close button it doesnt saves the contact in the contacts folder.
This is the simple method to share & add the contact but help me out to over come the problem.

Why not just export your contact list as a CSV file and put it out on the share so that everyone who needs it can pick it up and import it? OR  better yet, have your admin make it a public contact list on the exchange server...

Sorry my users are not that much intelligent that they would import the contacts from the file. I was just wondering why its not adding when the  new details are being shown on the client side.
Well I found an alternate solution for this. I have created a ftp area through which the users could copy the emails and paste it in the outlook.
I request the moderator to clean up this question.
