PICS is a voluntary rating system for websites: Platform for Internet Content Selection.
http://www.w3.org/PICS/
http://www.w3.org/TR/REC-PICSRules

The idea is that a webmaster can declare a rating for violence, porn, etc. and the web browser can know to censor it out - if desired.  This is for parental control, corporate firewalling, and the like.

It seems like PICS has accidentally been turned on in your browser.  So, your browser is self-censoring itself!

To turn it off in Microsoft Internet Explorer, go to Tools/Internet Options/Content/Content Advisor and see if there's a Disable button nearby.  You might need a password to disable it.  If there's only an Enable button nearby, and the Settings button can't be pressed, then Microsoft Internet Explorer isn't the source of the problem - and the problem lies elsewhere (perhaps in a plugin that is installed, or by a nearby firewall).  Good luck!
