I have just put the policies on windows 2000 machine but now I cannot run/open any program on my pc, also I cannot execute exactable files.

Click Start->Run->%Systemroot% <enter>
Right-click on the Security folder and choose properties.
From the security tab, alter it so that Administrators have full control and nothing else (deselect Modify, Read, Write).
Logoff
When you log back in (as Administrator), the policies will not be applied since the Read permission is not granted.  
This should provide access to AD Users & Computers where you can remove the policy.
Afterwards, restore the rights to the Secuirty directory, by performing the reverse procedures.
