ORA-12500: TNS:listener failed to start a dedicated server process

Hi all,

I have a problem.

I need to implement network mapping through a procedure and copy a file and disconnect.
I am able to achieve this by writing java code in a stored procedure.and then call a batch file which has the following command.  My procedure is able to execute only if the logon information of the oracle service is same as to that of the other machine which i am connecting.

If this is so then the procedure executes and i am able to copy.  
But when i connect from a client I get a
"ORA-12500: TNS:listener failed to start a dedicated server process"

If i change back the logon information of the service to localsystem.
The procedure does not execute and the error does not occur.

Please advice for both the options to work

Cause: The process of starting up a dedicated server process failed. The executable could not be found or the environment may be set up incorrectly.

Action: Turn on tracing at the ADMIN level and re-execute the operation. Verify that the Oracle Server executable is present and has execute permissions enabled. Ensure that the Oracle environment is specified correctly in LISTENER.ORA. The Oracle Protocol Adapter that is being called may not be installed on the local hard drive. Check that the correct Protocol Adapter are successfully linked. If the error persists, contact Oracle Support Services.
