SOS ROAD SERVICE CELLULAR COMMUNICATION

I would like to know how can I programm a GSM cellular, ( SIEMENS A50) if possible.
The idea is access its keypad thru AT COMMANDS.
The user press only a button ( not its keypad) and immediately the cellular calls to a central number.
The central atempts and the user speaks with the central via handsfree.

This application will be use in as a SOS ROAD SERVIVE. The equipment must be supplied by solar panel.

Anybody can help anyway?

Almost any GSM phone can be programmed with AT commands.
