TAPI dial out and play WAVE

Can someone tell me how, using VB .NET(or VB6 if necessary), I can make a program dial out and play a WAVE file? I dont program very often so im quite rusty, so sample code would be a HUGE help.

PS - This is just a side note and I dont know if its possible but can you use SAPI to dictate varying text in place of a WAVE?

Thanks for the posts but the PAQ refers to TAPILINE.OCX that I cant find anywhere and the code from p-s-c.com seems to be a bit dated(uses xtel.dll instead of TAPIx.DLL) and instead of dialing and playing, it answers and records. I cant see how i could make that work for me.
