Hi,
I am very new to lunux . I would like to to know of good(possibly free) C/C++  IDE to run and compile .

Kdevelop  is  good

but many people just code in vi /vim or emacs  but these are just plain editors

kdevelop is an IDE

Is gcc inluded in redhat 9?

gcc is included in the redhat cds ..but whether you have installed it or not is the question

give the following comand

"gcc --version"  

 ( minus the quotes ) and see if yuo get a error "comand not found " if so then you dont have gcc installed
