Semi-transparent panel

Hi,
I need a semi-transparent panel (even with the option to setup the amont of transparency). The purpose is to use semi-transparent panel on top of Timages. Can I do it in delphi or anyone knows a component (preferably  a freeware)? It need to work both in win 98 and win XP.

TransparentPanel - Freeware with sources
Panel that can show images which are under her. For example you use some image as background for your application. And if you'll use this panel then this panel will look as your background image. Percentage of Transparency is added
