SQL Transaction locking whloe table

if SqlTransaction applied while updating table its locks whole table so it not let other select command to fetch data from table as long Transaction is not finished

That is correct. Some database systems use table locking on transactions to prevent other processes from altering the same data. You haven't mentioned what database system you are working with ... is it MS-SQL Server .. Oracle ..  MySQL?

Also keep in mind that the locking method a particular database uses is sometimes configurable by the administrator. MySQL for example can use MyISAM tables which lock the table on DELETE transactions, or it can use InnoDB which has row level locking.
