When conected to Intranet via VPN, Outlook slow to open

When the user connects to our Intranet  remotely using dialup or DSL via Nortel VPN client (version 4.65.320), Outlook 2003 takes 20 to 30 minutes to open. Task manager says outlook.exe is running but the application is not open. If I don't start Nortel, Outlook opens normally.
