When conected to Intranet via VPN, Outlook slow to open

When the user connects to our Intranet  remotely using dialup or DSL via Nortel VPN client (version 4.65.320), Outlook 2003 takes 20 to 30 minutes to open. Task manager says outlook.exe is running but the application is not open. If I don't start Nortel, Outlook opens normally.

If you click on FILE->CACHED EXCHANGE MODE, what is checked there?  Try choosing "Download Headers" and seeing if the problem continues.  Outlook requests the connection speed from the OS, it doesn't test the speed itself.  Some VPNs don't correctly report the connection speed when prompted.  

Are you by any chance using RPC over HTTP?  I'm guessing not, but just in case.

Are you running NW client or any other networking software, other than the VPN?
