spam folder got deleted how do i get it back

outlook 2003 exchange 2003
dont know if user deleted spam folder or it was just never there but how do i get it back or get it in the 1st place
whole story is that i just pushed out outlook 2003 to all clients and some have spam folder and some do not how do i get it on the ones that are missing it

Just to verify, the one's without the Junk E-Mail folder have an Exchange mailbox as their default delivery point rather than a PST file, right?

sorry for the confusion yes all clients are running on exchange 2003 with outlook 2003 no outside email at all only company

And if you click ACTIONS->JUNK EMAIL->JUNK EMAIL OPTIONS, what is checked there on the problem machines?
