Sending a webpage as an e-mail...

Hello,

I have Outlook 2003.  How can I make a webpage, but send it as an e-mail?  If that is possible, are the images, background and whatnot stored in the e-mail?  Or do they link to a website?

What I'm looking for, is basically to send an e-mail that looks just like a webpage.  I want to have control over backgrounds, text, tables, etc..  is this possible?  If so, how do I do it?
