Windows 2003 AD exchange replication

We are upgraded our school districts network to Windows 2003. We have 4 sites connected to our hub site with T1 lines. I created 5 sites in AD sites and Services with subnets.  I configure all sites to replicated in hub and spoke every 60 minutes. My problem is our hub site and one remote site have exchange servers and when an account is created on the remote sites with a mailbox it takes 45 minutes for the smpt address to be create. If we create the account at the hub site it takes three minutes for the smtp address to be created.  At the hub site the dc holds all the roles and exchange  points to the hub site for it dcs in exchange system manager. IS that normal. Also each DC runs AD intergrated DNS. Should dC point to their server ip address for dns or the first DC

Which server is Recipient Update Services pointed at? Check in ESM.

Both of the Recipient Update Services point to the DC at the hub site.

I solved this problem myself. I created additoinal recipient update services  for each remote site that had admins creating exchange servers.
