SMTP not working

We are using Windows 2000 Server, Exchange Server w/Outllook client.

Our SMTP server appears to be down.

What are some things we can do to find out where the e-mail send-out process is breaking down?

We know that if we send an e-mail using CDONTS for example...the e-mail never arrives at the destination.  Yet, SMTP logs are being genrated which makes us thing SOME THINGS are working but some other things are not.  How to troubleshoot?

PS:  Use small words...I am NOT the network admin (he is out of town) so this is not the area I spend a lot of time in.

little more information please.....

Need to know if you have a SMTP service problem or a connection problem.

1)  Can you send mail internally to other employees but not to external clients?  
2)  Do you have any users using POP3/SMTP instead of exchange server, if so, can they send mail to the server?
3)  Check the SMTP service on your mail server (administrative tools -> services) is it started?
4)  type the following into a command prompt (start -> run -> type "cmd" and press enter for a command prompt).....from you desktop server...."telnet name-of-mail-server 25".....if you connect please provide the connection string in your reply...should look like "220 mail-server-name Microsoft ESMTP Mail Service, Version: blah blah blah.

The issue got resolved in the interim.....I got the notification of your reply a day late...thanks to the problems we were having with Exchange.

These are good troubleshooting steps!
