Ummm ... I am not exactly sure which scripting programming you are talking about, but ...

The windows media encoder resource guide (http://www.microsoft.com/technet/prodtechnol/netshow/evaluate/wencoder.mspx), says that the script panel can only be used to insert a caption or URL into the stream you are encoding. The page also mentions a 3rd type of script called a custom script, which are interpreted by the particular software which are playing the stream. This means you can have the video stream makes calls to a custom video player that you have created.

But, if you want a really powerful and fun(!!!!) script program for videos, then you might try http://www.avisynth.org/.
There are many things you can do with this program to create and modify your own video streams. Then with additional, and free, programs like VirtuaDubMod (http://virtualdubmod.sourceforge.net/) you can create very impressive videos of friends and loved ones (doing stupid things; and then releasing it to the internet for the public enjoyement). There are great tutorials on how to use these programs on their respective pages and also at http://www.doom9.org.
