Do users require XP Professional to run an VB .Net application?

I tried to run a sample VB .Net application on a machine with XP home edition but it didn't work. What are the system requirements for a VB. Net application to run?

System Requirements for Visual Studio .NET 2003

for VB.Net Applications to run, minimum requirement for the operating system is Windows 98.
you should have installed .Net framework on the machine where you want to run vb.net Application.
