Problem with Nortel Norstar System

This is a stupid problem that has been driving me nuts for months and decided I would finally look into it. I know this is not a VoIP question but it's the only forum that talks about telephony.

I've got a Nortel Norstar Modular ICS system. When we get an incoming call it doesn't ring on all the phones. Only certain ones. I managed to find a manual and it has something to do with the "Ringing Sets" option but not 100% sure as it didn't resolve the problem. any help you guy/girls can throw my way would be great.

Line Access:
If you have the installation guide book. (it's the smaller ringed manual, maybe 5x8... it's on page 129).
If you don't have it, read on, but i wont be putting the pictures in. =)

Line access allows you to access lines to individual telephones.
When you are finished programming Line Access settings for one telephone, you can copy those settings to other telephones.

Line Assignment:
This setting allows you to assign physical trunks and target lines to each telephone.  Target lines are assigned and removed in the same manner as other lines. Press [Show] and enter the line number. Press _change_ to change the setting for each line: Appear&Ring, Appear only, not assigned, or Ring Only.

TIPS:
Press _Scan_ to view the lines assigned to this telephone.

The default line assignments depend on the system template assigned during startup programming.  The default line assignment for the square template has lines 001 and 002 appear and ring at all telephones.
