To find out if an interface is promiscuous, use 'ifconfig eth0' and look for:

UP BROADCAST NOTRAILERS RUNNING PROMISC
if its on, or just
UP BROADCAST NOTRAILERS RUNNING
if it's off.

To turn it on, use 'ifconfig eth0 promisc'.
To turn it off, use 'ifconfig eth0 -promisc'
For more information 'man ifconfig'.
