You can set-up auditing to audit user logon and logoff attempts in your security event log on the server. Then you can go through the long process of figuring out what accounts are logged in. I don't think this is what you're looking for though.
There is a tool called CConnect.exe in the Windows 2000 Resource Kit that will monitor active logons (http://support.microsoft.com/?kbid=237282). This solution isn't easy to set-up though. It requires you install the Cconnect client on your workstations. It should give you what you want though, and is probably the best long-term solution.
I use a network ping\snmp sweep tool that scans the network and identified who is logged into the computers on my network. This works pretty well to show how many users are logged in. Try this freeware program Look@LAN: http://www.lookatlan.com/download/LALSetup.exe
