Apache/PHP on Windows slower than IIS?

I have a strange problem, when I download a big file on an IIS server in the same network as the apache server, i get about 250k download speed.. however on an apache system.. i get 150k... is this because of apache? php? zend?

the apache and IIS server both on the same network... is there a configuration i can change? any help is much appreciated.. thanks!
