Dialup slip server location AT & T

This is a bit of an odd question, but here goes.
I receive emails from a business associate with headers among others that does not make sense.
As I understand AT&T dialup services seemingly designate server names by region.
e.g. the headers contain

  (slip-32-100-92-238.ga.us.prserv.net[32.100.92.238]
  (slip-12-65-150-29.mis.prserv.net[12.65.150.29]
  (slip-32-102-139-161.qu.ca.prserv.net[32.102.139.161]

No one in his right mind will dialup to different state access numbers while in yet another state.

My question is: I am right or wrong to assume that these servers are designated only for dialups in that specific state and area and how do I verify it?

Solving both gets the points.
