you can use RAS Api (API provided by microsoft). which has a function

RasCreatePhonebookEntry(...);

the requird header file: Ras.h
The required library: Rasapi32.lib

after this u have to just call the function like:

RasCreatePhonebookEntry( HWND hwnd,  LPCTSTR lpszPhonebook);

hwnd: Handle to the parent window of the dialog box. (u can give this NULL if u want)
lpszPhonebook: this is a pointer that specifies the full path and file name of a phone-book (PBK) file. If this parameter is NULL, the function uses the current default phone-book file.

the above funtion will bring up a wizard which can crate the connection u want. u can also dial the connection.

u cna also refer to TAPI API
