Under the Report menu, select the Section Expert.
Highlight Details.
Click the X+2 button to the right of "New Page After".
In the editor, add the following logic:

recordnumber mod 10 = 0
and
not onlastrecord

Save and Close and Test.

The "not onlastrecord" will prevent a blank page at the end of the report if your last record is a multiple of 10.
