Can Group Policies be applied to Computer Container?

I know you cannot go to the computers container and create a GPO.  

The question is, if I change the Default domain policy, will that affect computers in Computers container. Please do not give a one word answer but explain to me why it is so.

This is a quote from the following microsoft article: "New user and computer accounts are created in the CN=Users and CN=Computers containers by default. It is not possible to apply Group Policy directly to these containers, although they inherit GPOs linked to the domain."
