Read Barcode from jpg ro bmp

Does anyone know how to read a barcode from a jpg or bmp image file?

I have a graphic that has a barcode on it. I want to process the graphic to determine the value stored in the barcode.

I can not "scan" the barcode, so I need some kind of component that can handle this.
