Where, with a low budget, can i find a google adwords consultant?

That's a relative term - "low budget".  Can you be more specific as to what your budget is?

I would think most professional SEO consultants would have a good knowledge of Google Adwords, so you may want to start with www.seopros.org (a great link duz suggested in another thread).

Google also has specialists who will design your initial campaign for you if you are new to AdWords.  The charge is $299, which may or may not qualify as low-budget to you.  See http://services.google.com/marketing/links/jumpstart/jumpstart_more.

$299 is way too much to get started with Adwords. It shouldn't take anyone who knows what they're doing (like myself...shameless plug alert) more than an hour to get you started. It's basically just a matter of doing a thorough keyword analysis for you then plugging the results into the Adwords program.

punch, that's what i though.. it's not that simple.. with time, google slow your campaigns depending on your CTR. Also, you have competitors bidding for keywords and you really don't have an idea what price/keywords they're paying, therefore, taking your customers.

 It's much more complex than just using few keywords tools (overture, google, etc) and plug-in keywords.
