problem intalling moem

i have this modem, 56FWPCI, made by Best data products,, when i try toi install it, the new hardware found, from WIN98SE, detect is PCI SERIAL CONTROLLER.
Then windows want me to install the driver for this device.
why windows detect the PCI SERIAL CONTROLLER and not the actual modem.
Can anybody expalin this to me , and help to install this modem.

Possibly this is a hardware modem, with a serial (COM) port on-board. Can you see how many COM ports are listed during POST (usually there's a system summary screen somewhere during POST) or get into BIOS setup and see how many COM ports are listed?

Or it is just windows terminology... "serial controller" actually meaning "modem". Insert whatever install media that came with your modem, see what happens.
