Adobe FDF Generation

I have a windows shared hosting platform account.  Actually I have 5.

I need to generate Adobe Forms, that are filled in from a database.  The problem is that I do not want to maintain a web server locally, which is required to install the library files.  Shared hosting will not let you install library files.

Is there a web host that is specifically set up with the library files?

Is there an inexpensive dedicated server provider that I could look into?

Without spending greater than 1000 dollars, I cannot find a way around generating PDF files from database data, using a windows platform, and not using PHP or MySQL.

Any help would be appreciated.

I don't know of a solution that will work with shared hosting.  With 5 accounts, a dedicated server is probably your best solution.  I think www.rackspace.com is the best for (managed) dedicated servers -worth your time to look - but there are cheaper options.
