E-Mail Security with Exchange Server and Outlook Client

Hi. In an environment using Exchange Server and Outlook Client can an administrator view another user's e-mails without their approval?  And, if so, how can this be traced and/or prevented?  Thanks.

Yes, an admin can read anyone's e-mail. Just go to

tools - email accounts - view or change - change - more settings  - advanced - open these additional mailboxes - add whatever user - OK - OK

then you'll see thier mailbox under your folder list

turning that off:
I don't know if there's a way to globally turn it off, but this is how you would do it for 1 user:

active directory - users and computers - the paticular user - properties - exchange advanced - Mailbox rights - remove domain admins - OK - OK
