Create new pre-defined Folders (from existing cmd file) on right click in empty folder. W2000

I am using Windows 2000. I would like to be able to streamline my project folders creation, (and force people to create folders the way I want them created!). My intention is to allow someone to create a new folder [eg 04-543]. From within explorer view of this empty folder I would like them to right click and select |[New Project Folders]| this would then create as follows

---|
    DWGS
    SPECS
    DOCS
    etc
I can get the "Create New Folders" to appear as a right click option

HKEY_CLASSES_ROOT\Folder\shell\DosHere                    value = "Create New Folders"
HKEY_CLASSES_ROOT\Folder\shell\DosHere\command    Value = mybatch.cmd

mybatch.cmd contains:

md "Dwgs"
md "Specs"
md "From Others"
md "Spreadsheets"
md "Pics"

this doesn't quite work.
A - You have to right click on the folder 04-543, and the cmd creates the folders in the same folder that 04-543 is in, and not within folder 04-543.

Any help would be appreciated

That should be more like

HKEY_CLASSES_ROOT\Folder\shell\DosHere\command    Value = mybatch.cmd "%1"

cd %1
md "Dwgs"
md "Specs"
md "From Others"
md "Spreadsheets"
md "Pics"
