Public Folder drag and drop

When I drag and drop a contact from my personal contacts, it acts as a cut and paste.

When I drag and drop a contact from our public folders contacts, it acts as a copy and paste.

I would the drag and drop from the public folders contacts to act as a cut and paste.  How can I do this?

If I understand your description, Outlook is behaving as expected.  If you right click the object and drag and drop, you will get the option to either move or copy.
