Can I connect to a DB2 database without the DB2 client (DB2 Connect) with one of the db connection options that ships with Delphi 7 Enterprise?

To my knowledge, you need the DB2 UDB Client installed so that for example BDE can access the database.
Try getting it at http://www-306.ibm.com/software/data/db2/udb/support/downloadv8.html#WIN-32 (clients runtime)

What about dbExpress? Does that require the DB2 client?

Yes, dbExpress also requires the DB2 client. And I'm pretty sure any solution will require the client.
