"HTTP Error 404 - File or directory not found" when trying to change password in OWA Exchange 2003

When trying to change a user password through OWA Exchange 2003 I get the following error "HTTP Error 404 - File or directory not found".  The server os is Windows 2003.  Everything else is working fine, just unable to change passwords.

This feature is off by default.  If you want to turn it on you have to follow a KB article.  There isn't one for 2003 yet, but the one for 2000 should work:

Marc, you solution worked but there still is a slight problem.  For some reason when the form pops up to change your password it strips the first letter off your username.  Any idea why that is happening?

Example - If i logged in with "mydomain\user" the form would contain "ydomain\user".

That particular problem requires a hotfix:

833734 FIX: You experience various problems when you use the Password Change
http://support.microsoft.com/?id=833734

You will have to call Microsoft to get it, but they don't charge for hotfix calls so its really no big deal.
