Windows 2000 Advanced Server Faxing

Is there a built-in faxing capability with Windows 2000 Advanced server?  I would like to setup a faxing solution for out enterprise with about 100 fax numbers. (DID 100)  Basically I was looking at using a fax server software solution, but was told that Windows 2003 includes that functionality...however, I would prefer not have to spend money on buying CALs for 100 people!  (yuck)

Basically I am looking for the ability to send & receive faxes from about 100 workstations using Brooktrout (or comparable) cards hooked up to a DID line for incoming & then POTs line for outgoing.  Can I do this with Windows 2000 Advanced server?  Or should I just go with something like GFIFax?
