I am trying to create a hyperlink in ASP.NET (VB) that changes to an underlined hyperlink when you drag the mouse over it.

Is there any way to do it without using javascript and 2 gif's ?

Oh yes..
the easiest way of doing that is to set Style for that HyperLink! like following (actually there are many ways of doing that)
----------------------------------------------------------------------------------------------------
<!-- Add following Style to your header -->
<style type="text/css">
   a.hyperlinkStyle:link {
      color: #666666;
      text-decoration: none;
   }

   a.hyperlinkStyle:hover {
      color: #000029;
      text-decoration: underline;
   }
</style>
----------------------------------------------------------------------------------------------------

Now, in your HyperLink Property set CssClass="hyperlinkStyle"

Here are all different attribute that you can use with HyperLink:

----------------------------------------------------------------------------------------------------------------
a.hyperlinkStyle:link {
      font-family: Verdana, Arial, Helvetica, sans-serif;
      font-size: 10px;
      font-weight: bold;
      color: #666666;
      text-decoration: none;
}
a.hyperlinkStyle:visited {

      font-family: Verdana, Arial, Helvetica, sans-serif;
      font-size: 10px;
      font-weight: bold;
      color: #666666;
      text-decoration: none;
}
a.hyperlinkStyle:hover {
      font-family: Verdana, Arial, Helvetica, sans-serif;
      font-size: 10px;
      font-weight: bold;
      color: #000029;
      text-decoration: underline;
}
a.hyperlinkStyle:active {
      font-family: Verdana, Arial, Helvetica, sans-serif;
      font-size: 10px;
      font-weight: bold;
      color: #FFFFFF;
      text-decoration: none;
}
----------------------------------------------------------------------------------------------------------------
