How can I write a program that will change the background color or set the background picture of an any active form for any program?

On the form_activate event
write the code
formname.backcolor="#00000ff" or any color that u want
u can get the hexadecimal value from the properties of form designer window

formname.backgroundImage="bitmap" or any Picture that u select

u can also use me.backcolor or this.backcolor
and me.backgroundimage or this.backgroundimage depending upon what language u r using
what u can do is have a picturebox on the form and set its visible property to false
set its image to the one u want to display on the form background
and on activate event of form write this code
Me.BackgroundImage = PictureBox1.Image
If u want to change the image to some other that u select at runtime then set the image property of the picturebox to the image that u want to set as background

Maybe my question is not clear enough guys. So here's an example: Let's say I opened 'My Computer', at this time it is the active window right...so...I want my program to change the background color/ image of the 'My Computer' window or any other form that might be active. How can I write a program that will change the background color or set the background picture in VB?
