Is it possible to use php includes in cgi files?

short answer: yes
long answer: depends on what you use/define as "cgi".
  anyway, independent of the implementation of "your cgi", wether it's perl, shell, C, whatever, it might be always possible to read the the "php includes" and interprete it somehow.
