Shlwapi error?

Okay here is the story. I want to avoid doing a reload or in place upgrade.
Have windows xp Home computer.
Can't load into Windows, even in safe mode. The only thing that works is safe mode with command prompt. I am receiving the following error.
"the procedure  entry point SHReGetValueW could not be located in the dynamic link library".  
 After this error pops up you can still accesss the Task manager but thats all.

SFC /scannow doesn't work in safe mode with command prompt or Recovery console
I can't do a system restore from command prompt because i get the same error
I CAN access the registry in safe mode with command prompt.
I tried to copy the shlwapi.dll into windows but that didn't help.  
I mean i am in safe mode and have the command prompt and registry available, is there anything i can do?

Hello pcmagic2004 =)

Yeah that's is a new bug actually in SP2... it causes by Updating Windows when u have an incomplete or corrupted installation of SP2,,,, so u need to uninstall it from Recovery Console, then have to reinstall it again :)

Thanks alot.. So far so good. I  was able to get in to normal mode!!!! I will continue on..
